//WORLD REVOLUTION //2nd International Delegate Conference, Prague //

REVOLUTION is an internationalist organisation. We believe that just as capitalism is an international system, so the struggle for socialism must be carries out internationally. We fight all expressions of national hatred and chauvinism.

Our aim is the revolutionary overthrow of the capitalist minority class, the establishment of the rule of the working class majority through democratic workers' councils, the abolition of the capitalist system of exploitation, and the construction of a classless communist society.

REVOLUTION stands in the tradition of 150 years of struggle for communism. We stand in the tradition of the great revolutionaries: Karl Marx, Frederick Engels, Rosa Luxemburg, V.I. Lenin, and Leon Trotsky, who declared war on capitalism internationally and proved that the capitalist system cannot be reformed out of existence, but must be overthrown in a mass working class revolution.

Our political method in embodied in our programme, The Road to Revolution, as amended and adopted by our International Youth Camp, Prague, Czech Republic 2004.

REVOLUTION is an organisationally independent youth movement. The oppression of young people in capitalist society makes it necessary for the revolutionary youth to have a movement of their own which is not under the control of any other party. REVOLUTION has its own policies, its own democracy, its own rules, and its own publications.

RULES OF OUR ORGANISATION

REVOLUTION is an international democratic centralist organisation. International because it is only by fighting together across borders that the workers and youth can be victorious in the struggle against capitalism. Democratic because we recognise that only through discussion, debate, and accountable representation can decision making be legitimate. Centralist because we need to be as united and well organised as the capitalists are to defeat them.

REVOLUTION will endeavour to hold an international delegate meeting every two years. The number of delegates from each section will be determined in proportion to the size of the section. National sections will elect their delegates at their national conferences.

Only the international delegate conference has the sovereignty to make changes to the political programme of REVOLUTION through amendments. National sections can pass resolutions or develop an action programme for their national terrain.

The delegate conference will elect the Revolution International Committee (RIC). The delegate conference shall also elect alternates should anyone on the international leadership have to stand down between conferences.

The RIC is authorised to establish and recall sub committees where it sees fit. The RIC is authorised to develop international tactics and strategy for REVOLUTION.

The RIC is an international leadership that can be recalled by the international delegate based meeting. If one third of sections or one third of the total membership wish to do so an Emergency Delegate Meeting may be called in order to recall the RIC.

The RIC will be charged with making decisions and agreeing resolutions that will direct the political work of REVOLUTION. RIC decisions are made on behalf of the organisation as a whole. They may be altered at a subsequent meeting of the RIC or at conference. Minutes of decisions and a summary of debates will be distributed to all members.

The Revolution International Council is tasked with implementing the agreed tasks of the Revolution International Delegate Conference and ensure their implementation by the sections

The RIC will oversee the integration of new sections into REVOLUTION through a discussion period, before full voting rights will be allocated when the national section accepts the fundamentals of the REVOLUTION programme.

The RIC has power to co-opt members onto its body in the event of new sections joining Revo or existing members resigning.

Our publications and actions must accurately represent the agreed policies of the organisation. Members should not disrupt the unity of agreed actions.

We fight against all divisions of our movement based on racism, sexism and other prejudices. In REVOLUTION every comrade is equal. Members who face oppression or discrimination in society because of their ethnicity, nationality, sex, sexuality or disability have the right to organise to confront any sign of discrimination within the organisation. REVOLUTION guarantees the right of such members to organise special caucus meetings to identify and challenge racism, national chauvinism, sexism, homophobia or reactionary attitudes to disabled people. We will ensure at all events and meetings there is access for disabled people.

Individual members may be expelled by the RIC or by a national section if their behaviour is disruptive or destructive towards other members or REVOLUTION as a whole. The expelled member may appeal this decision at the RIC or at the international delegate conference. Until these bodies meet, the member is suspended from political activity under the banner of REVOLUTION.

OUR GOALS

Revolution is committed to fighting for a mass independent Revolutionary Youth International. We call on all youth sections of trade unions, political parties and social movements who want to unite youth against the capitalist system to fight alongside us for its creation.

But the youth on our own will not be able to overthrow capitalist system. For that a united action of the mass of the working class is essential. To that end REVOLUTION takes its place as part of the working class movement. We support every movement of the working class and oppressed against the capitalists and their agents. We support the building of a new revolutionary political party of the working class.

To this end we fight alongside the League for the Fifth International, which is fighting to establish a new World Party of Socialist revolution.
